To help meet the basic needs of people whose income is insufficient and the ability to take care of themselves is limited due to objective reasons beyond their control is one of the main goals of Social Support. Implementing this goal, the administration of the district municipality is carried out by the state delegates and autonomous Social Support functions of the municipality: allocates and pays allowances, compensations and other payments; handles documents and allocates social support to students; organizes  general and special services, determines the special needs to people with a disability; organizes housing for people with a disability;  prepare and carry out projects, programs for the underprivileged, people with a disability and social risk individuals; coordinates social service institutions and non-governmental organization activity; prepares documents and represents the people with a disability in court, provide consultations to the district residents, raises the qualifications of the employees.

Social Support is provided both in monetary and non-monetary form for the aged and people with a disability. The Social Support system for the person with a disability consists of allowance, targeted compensation, benefits, are provided Social Support and other measures apply.

Social Support is one of the component parts of social support systems and provided to those people, who for various, beyond their control reasons can’t take care of themselves. Established in the Social services law provides that municipality is responsible for planning the provision of social services to the residents of their territory and organized social services. The organizing of social services for the district residents requires huge financial investments from municipality budget.

In Panevėžys district social services for people with a disability and for elderly individuals are provided by Panevėžys District Social Services Center, financed from Panevėžys District Municipality budget and targeted state grants and personal funds, services are also bought from care institutions under the ministry and non-governmental organizations.

In Panevėžys Social Services Center has the following departments: Department of social care (Ramygala Social Care Home, Krekenava Social Care Home, Gustoniai Social Care Home); Department of social supervision (Help to the house, Independent living home, Integral help in the individuals home, Personal help, Social supervision for families); Department of help for families (Case Management; Multifunction Center, Organizing of Special Transport, Provision of Technical Support Tools, Communal Family Home, Escort Service for Young People); Department of child and family welfare department (Communal Children’s Care Homes in Piniava and Vaivadai, Care Center, Vadokliai Children’s Day Center, Vadokliai Crisis Center; Smilgiai Children’s Day Center, Sheltered housing). Panevėžys Social Services Center provides integral help services according to a project “Integral Assistance in Panevėžys District Municipality”.

Persons wishing to receive social services must apply to the municipality of their place of residence.
